Program Description

Since its founding, Web3 Institute (W3I) has grown into a leading institution in the Web3 space of Ukraine, impacting over 36,000 students and professionals through its education programs, from grassroots learning to specialized training for government entities. We have cultivated a strong network of Organisational Partners : in government (Ministry of Digital Transformation, Cyberpolice), business (Ethereum Foundation, Solana Foundation), and academia (Cambridge Centre for Alternative Finance, leading universities in Ukraine etc), enabling a unique cross-sector dialogue and collaboration. We are committed to shaping a future-ready digital society by advancing economic recovery, digital trust, and ESG-aligned innovation in Ukraine and the world. Its mission for 2026–2027 centers on strengthening talent pipelines through a robust academia-business interface, establishing a scalable funnel for both government Blockchain + AI Sandbox integration and strategic investment, and accelerating the development of accessible and interoperable digital ecosystems. To realize this, W3I is seeking targeted funding to expand its talent initiatives, collaboration platforms, and infrastructure supporting next-gen digital governance and cybersecurity.

Education & Community Building

Target Audience: Students (Current and prospective learners, Recent graduates, Career switchers).

Context: Despite growing interest, traditional universities still offer limited Web3 education. In contrast, bootcamps, DAOs, and self-learning platforms have emerged as key talent hubs, rapidly equipping learners with relevant skills. Additionally, internships and project-based bounties within the Web3 ecosystem are playing a critical role in onboarding newcomers, offering practical experience and community integration.

Objective: Build a dynamic educational ecosystem and digital-native community to support the next generation of Web3 talent.

Key Results:

Courses: promote, review, and append courses:

Internships: develop a program we started this year with EF support that already placed a number of interns from leading tech universities to Ukrainian web3 companies, make it recurring (twice per year), and scale to non-tech specializations (marketing, management, law, etc). Online Community: organize and support digital spaces for learning and matchmaking, based on Discord and a dedicated Community DAO fund W3I DAO – наш спільний фонд

Lead: Dmytro Maslov, PhD

Specializing in Business, Economic Theory, History of Economic Thought, and Data Science. Currently is researching the methods of evaluating scientific and educational products with the help of web3 technologies and decentralization.

Research & Development

Target Audience: Experts (Thought leaders, Practitioners, Researchers)

Context: There’s little to no funding and attention in web3 research in Ukraine, same with incubation or collaboration projects. Most of the work is focused on the financial applications, and there are only 2 active government-supported implementations.

Objective: driving more evidence-based adoption across various sectors with cross-disciplinary Web3 research and sandbox experiments (part of the gov win-win strategy).

Key Results:

UA DLT Forum: a science-focused conference in partnership with IEEE and Linux Foundation for the research showcase and networking
Digital Economy Research Awards: an initiative to incentivize more researchers to join the field and get more attention from the government and business.
Own Research: starting research and updating the ecosystem studies

Blockchain + AI Sandbox stimulates the emergence and scaling of AI and blockchain companies in key areas of life — medicine, agriculture, education, defense, digital economy, and public administration.

Lead: Sergii Grybniak, PhD

Sergii is an award-winning researcher and serves as a Co-Chair of the IEEE Ukraine Blockchain Group. He is currently a Vice Chair of IEEE Standards Association Working Group P3228 "Standard for the Recurring Transactions on the Distributed Ledger Technologies". Was a member of the Advisory Council at The George Washington University, School of Business, Executive Program.

Administration & Impact measurement

Target Audience: Organizations (Employers, Providers, Government)

Context: Ukraine has one of the highest levels of adoption and has produced a lot of great founders (like Solana and NEAR). Still, war continues, and the regulatory and investment environment continues to be complex.

Objective: Drive forward a shared agenda for economic recovery, digital security, and collaboration with transparent and sustainable operations, scalable investment & governance participation.

Key Results:

Team Coordination – maintain a high-performing core team to manage everyday operations
Strategic Communications – anticipation, reporting, and strategic outreach for stakeholder engagement
Legal & Accounting – robust legal, accounting, and reporting systems to meet compliance and donor requirements.

Lead: Max Semenchuk

Max specializes in R&D Management and Distributed Governance. Serves as an Advisor to the Ministry for Digital Transformation of Ukraine. He is a co-founder of several web3 businesses and impact communities.
