Dear partners, Thank you for your ongoing support! We are eager to share monthly updates for the Virtual Assets 2030 program (now we refer to it more as Web3 Institute) to ensure transparent operations and accelerate opportunities for collaboration. Below is our first update:
Web3 for the Ukranian Digital Economy // Concept Document
According to forecasts, 30-50% of Ukrainians will participate in Web3 activity and/or use the blockchain by 2030. And, the capitalization of the Web3 global ecosystem will approach $10 trillion.
We know that developing and launching solutions based on new technologies can take several years. So, we at the Web3 Institute believe that now is the time to initiate early research, experiments, and proof-of-concepts.
The institute’s first activity is the preparation of a concept document that supports the Ukrainian government with alignment on the ideal goals and outcomes of engaging with the Web3 space to accelerate the digital economy. Among other things, the project describes technological advantages, goals, and priorities in the context of the digital economy, such as:
- creating conditions/opportunities for sustainable recovery;
- creating conditions for increasing capital inflows;
- developing mechanisms for efficient use of funds and reducing corruption risks;
- simplifying mechanisms for interaction between the state and business by building new and transparent processes of such interaction;
- involving all interested parties in these processes, etc.

We are currently seeking entrepreneurs, Investors, Technology Providers to support us with Web3 use cases in Energy, Agro, Finance, Supply Chains, etc.

UA DLT Forum // Call for Papers
We’re happy to support the First Ukrainian Distributed Ledger Technology Forum (UADLFT), happening in October 27-29, 2023, in Kyiv, Ukraine. We are currently soliciting research papers. If you know anyone with relevant research, please share with them the call:
Crypto Literacy Course // Launched February 2023
The basic course on crypto literacy and blockchain was launched on February 28, 2023, with the goal to teach Ukrainians how to work with crypto assets. Its announcement was seen by 4M people, and the total coverage amounted to 7M. More than 18,000 students have started the course and 4,850 of them fully completed the program, all giving highly positive feedback and ratings. The course is on the Diia.Osvita platform, available in Ukrainian and in English. Please find more information about the program and its partners in the Onepager format.
Besides, 500+ representatives from Ukrainian universities visited the course presentation, 113 of them expressed interest in the course, and 64 requested materials for adding it as an elective in the new academic year. Our team conducted pilot launches with 4 of them and prepared and handed out materials and guides for implementing such an elective for interested universities. We will happily share the materials with any interested academic organisations, too.
Ethereum Foundation // Next Billion Fellowship
Valeriia Panina, our blockchain education lead, has recently been selected for a research fellowship under the Ethereum Foundation's "Next Billion" Initiative. Valeriia will document the grassroots adoption and use of crypto and DLT technologies in Ukraine. To do this, Valeriia seeks to connect with experts in the field for an interview and/or a survey, and engage with media platforms to ensure future distribution of the findings. Please feel free to reach out to Valeriia or reply to this email if you are willing to participate in the research or require more information.
Plurality // Ukrainian Translation
We are actively working on the translation of the book Plurality: Technology for Collaborative Diversity and Democracy by Audrey Tang and E. Glen Weyl. The book aims to explore the relationship between democracy and collaborative technologies, highlighting the potential of digital technologies to promote cognitive diversity and bridge social divides, emphasizing the importance of open-source technologies and social collaboration in creating a safe and participatory cyberspace. We invite all Ukrainian speakers to participate in its co-editing (the contribution could be as little as 1 hour of your time.) In particular, we are looking for people with a fundamental education in philosophy studies. If you’re interested – please manifest your interest by emailing Valeriia: valeriiapanina@gmail.com
EU Blockchain Ecosystem Developments Report
We contributed to the preparation of the “EU Blockchain Ecosystem Developments report” for the EU Blockchain Observatory and Forum (EUBOF.) The purpose of this report is to measure the size and growth of the European blockchain ecosystem. The first version of the report was published in 2020 and for the first time will feature Ukraine.
